School districts in an ORTII Cadre are committed to a comprehensive four year program to implement a Multi-Tiered System of Support for early literacy in their district. The Cadre that began this work in the 2023-24 academic year is the 12th Cadre that has partnered with ORTII.

These upcoming trainings are intended for districts partnering with ORTII. If you are not a current partner district and are interested in attending, please reach out to Administrative Specialist Matthew Kishlock (mkishlock@nwresd.k12.or.us). Extra space may be available but will be limited. These events are free for all Oregon school districts.
These are systems level trainings and will not focus on classroom instruction, and will also be most beneficial if attended by multiple leaders or a team from a district. Registration and lodging information is available upon request. Resources, including agendas, slide decks, and handouts, will be posted here as they become available.
2025-2026 Training Resources
Tier 1 Foundations
September 23rd and 24th, 2025
The Riverhouse Lodge, Bend, OR
The purpose of this two day training is to provide Oregon school districts with an overview of the essential components of Tier 1 literacy instruction. This will provide districts an opportunity to reflect on and update their current Tier 1 literacy systems in order to improve outcomes for ALL students.
During this training we will:
Review the essential components of Tiers 1 (materials and instruction, assessment, and data-based teaming)
Begin building or updating district resources such as standards of practice, MTSS-R handbook, standard reading protocol, and Core Review meeting agendas
Become more familiar with the ORTII project
Districts receiving targeted support for Tier 1 are encouraged to attend this training.
Tier 2 Foundations
October 22nd, 2025

The purpose of this training is to provide Oregon school districts with an overview of the essential components of Tier 2 literacy instruction. This training will provide districts an opportunity to reflect on and update their current Tier 2 literacy systems in order to improve outcomes for ALL students.

Begin building or updating district resources such as standards of practice, MTSS-R handbook, standard reading protocol, and Intervention Review meeting agendas

Districts receiving targeted support for Tier 2 are encouraged to attend this training. Special educators and intervention specialists are encouraged to attend this training.
Introduction to Individual Problem Solving (IPS)
November 4th, 2025
The Salem Convention Center, Salem, OR
The purpose of this training is to provide an overview of Tier 3 literacy instruction, including the Individual Problem Solving (IPS) process.
Cadre 12 district leadership teams are required to attend this training. Districts receiving targeted support for Tier 3 are encouraged to attend this training. Special educators are encouraged to attend this training.
Tier 3 Specific Learning Disability (SLD) Identification and District Data Review
March 12th and 13th, 2026
Salem Convention Center
This two-day training will be a follow up to the November Tier 3 training, and will provide an overview of the Specific Learning Disability (SLD) Identification process, including how to use district level implementation and disaggregated student outcome data to evaluate your district-wide MTSS-R system.
Cadre 12 district leadership teams are required to attend this training. Districts receiving targeted support for Tier 3 are encouraged to attend this training. Special educators are encouraged to attend this training.

During this required training, Cadre 12 District Implementation Leadership Team (DILT) members learned about ORTIi essential components with an emphasis on preparing to install Tier 1 practices (Core, Screening, and Data Based Decision Making structures).
Careful planning of these practices is essential for implementing strong, effective MTSS-Reading systems leading to better outcomes for students.
Who attended:
District Implementation Leadership Team, which consists of Directors of C&I/T&L, Federal Programs, ESL, Student Services as well as principals, literacy specialists/coaches, and teachers and specialist representatives.

Salem Convention Center, Salem, ORPurpose of this training:
This training helped participants to develop and/or refine a data-based decision making system for reviewing the effectiveness of core instructional. Two main topics were covered throughout the day:
Core Review Meetings - how to use universal screening data in a problem-solving model to help evaluate the health of core instruction and make instructional adjustments.
Monitoring core instruction - how to use a walkthrough process to determine professional learning needs and on-going support for core instruction.
Who attended:
District Implementation Leadership Team (DILT) AND building leaders (building principals, coaches, and teacher leaders) who will help support core review meetings and core instruction.

While the focus of the day was primarily on intensifying reading instruction, we also discussed how to integrate social, emotional, and behavioral support when creating plans to support a student.
